Gen. Shavendra Silva Calls for Inclusive Global Security Framework Amid Rising Geopolitical Tensions

Former Army Commander and Chief of Defence Staff General Shavendra Silva has called for a more inclusive, balanced, and resilient global security framework, urging stronger multilateral cooperation and strategic restraint among nations amid growing geopolitical uncertainty.

Speaking on the topic “Transformation and Reshaping of Global Security: Sri Lanka’s Perspective from the Frontlines of Conflict and Crisis,” Silva said the global security environment has changed significantly, with modern threats extending far beyond conventional warfare.

He noted that contemporary challenges now include cyberattacks, terrorism, disinformation, artificial intelligence, economic coercion, and climate-related risks, all of which are reshaping traditional security paradigms.

Drawing on his experience as Army Commander, Chief of Defence Staff, Sri Lanka’s Ambassador and Deputy Permanent Representative to the United Nations, and head of the country’s COVID-19 response, Silva said the post-Cold War international order is evolving into a fragmented multipolar system defined by strategic competition and uncertainty.

Reflecting on Sri Lanka’s experience, he said the defeat of terrorism in 2009 underscored the importance of decisive state action, while also highlighting the growing influence of international financing networks, propaganda, illicit arms flows, and external geopolitical pressures in modern conflicts.

He stressed that smaller nations are increasingly vulnerable to great-power rivalry and economic dependence, adding that Sri Lanka has consistently sought to maintain strategic balance while safeguarding its sovereignty and international partnerships.

Highlighting relations with China, Silva described it as an important development and economic partner, citing cooperation in infrastructure, connectivity, energy, post-crisis recovery, and support during the COVID-19 pandemic as well as recent economic challenges.

Looking ahead, he advocated for what he termed “smart multilateralism,” calling for reforms in global institutions, particularly the United Nations, to better reflect current geopolitical realities and strengthen the voice of the Global South. He also emphasized regional cooperation mechanisms such as the Colombo Security Conclave in addressing maritime security, cyber threats, disaster response, and transnational crime.

Silva further urged the establishment of clearer international norms governing emerging technologies, including artificial intelligence, cyber operations, autonomous weapons systems, and outer space security, while warning that climate change poses a growing security risk, particularly for island nations.

He concluded that the evolving global security landscape should be seen not only as a challenge but also as an opportunity to build a more inclusive international order, reaffirming Sri Lanka’s commitment to promoting peace, stability, development, and sovereign equality through international cooperation.
